Paul McGowan

Chief Executive Officer

I joined Bethesda in 2001 after an extensive career in various Human Resources roles. From HR manager at General Electric Capital to a position as a labour relations consultant for the City of Toronto, I finally made the career move back to Niagara, where I am from, and began my career with Bethesda in an entry-level role as an HR analyst. After a few years, I became manager and then Director of HR before moving into the role of Chief Administrative Officer, Associate Chief Executive Officer and now Chief Executive Officer. My education has supported my career transition including graduate level studies from McGill University.

I was drawn to Bethesda’s focus on giving back to the local community and making a difference in people’s lives. Coming through HR I appreciated that this organization was all about people. Bethesda walks its talk and cares for people, the individuals we support as well as its staff.

Outside of the office I am an avid golfer, I would golf every day if I could, and I enjoy spending time with my family.

Alyson Wilson

Director, Children and Youth Services

I started my career with Bethesda in Adult Services in 1997 in what was then called the short-term behaviour management program. Supported by my undergraduate in psychology, child and family studies and my masters of social work, I held various roles within Adult Services.  When the Autism Intervention Program came to Bethesda in 2006, I became the Manager of Children’s Services.  In 2009, our programs continued to expand and I moved into a Director role where I have the privilege of supporting a growing team of caring and dedicated clinicians who are committed to providing quality services to children, youth and their families.  I’m passionate about fostering authentic community partnerships that create opportunities to offer innovative services that have a meaningful impact on the lives of people we support.

In my free time, I love to travel, explore local hiking spots and play games with my family.

Liz Froese

Director, Adult Clinical Services

Born and raised on a tender fruit farm in Niagara-on-the-Lake, I graduated from Brock University with an Honours degree in Political Science. I worked in Ottawa as a Legislative Assistant for various Members of Parliament before a career change landed me at the University of Toronto’s Masters of Social Work Program. I love to travel, and found my way to Southern Germany working for the Salvation Army and Seneca College’s satellite school on the Canadian Forces Base in Lahr, Germany. Back in Canada, I then worked at a Children’s Mental Health Centre in Niagara in the areas of family counselling, pre-school services and day treatment programs. Again, my adventurous spirit took over, and I spent three years with the Mennonite Central Committee (MCC) in Port-au-Prince, Haiti working with refugee families and street children. Finally, I landed back in the Niagara Region permanently working in Child Protective Services, and now as Director of Adult Clinical Services for Bethesda.

In my spare time, I love cooking and trying new recipes, reading fantasy and mystery novels and recently I have taken up knitting – I long to get back to travelling.

Margaret Lockhart

Director, Administrative Services

I am passionate about equipping teams with the necessary tools to provide excellent service to every individual Bethesda supports. I think if we support and equip our staff, they will in turn be more confident and happy in their role, and will provide the best services possible for the individuals we support; I see the Human Resources department acting as the conduit for that.

My career with Bethesda began in 2003 in a group home before transitioning into HR. My experience at the senior management level in HR within the private sector, as well as my many years working closely with the individuals we support and our team at Bethesda, provided me with the skillset to advance to my current role as Director of Administrative Services.

I am an avid gardener in the summer and love spending time with my family. My husband and I do a lot of physical activities throughout the summer and spring, such as biking and running.

Shelley Mercer

Director, Adult Residential Services

I wore many hats within Bethesda before my current role as Director of Adult Services. Since my 1985 start as a part-time support worker, my focus remains centred on family and providing care and support to those in need. I gravitated toward residential services, spending nine years as a Familyhome provider, working in Day Services and then circling back to support worker positions, all while raising my family. I studied at Niagara College to earn a Developmental Service Worker certificate and an Ontario Management diploma, which prepared me for a position as residential manager. After two years as residential manager and one year as an intake coordinator specific to residential treatment, I accepted my current role as Director.

When not at work, I will be outdoors, gardening, enjoying the cottage and spending time with my husband, sons and grandchildren.

William R. (Bill) Jackson - Chair

Bill is a retired Senior Commissioner for the Immigration and Refugee Board. Bill joined Bethesda’s Board in 1996 and has been the Chair since 2006. A proud recipient of the June Callwood Outstanding Achievement Award for Voluntarism, Bill has also been involved with Friends of the Children of Haiti, International Child Care and Hôpital Albert Schweitzer, to name a few.

Bill’s greatest joy in recent years has been spending time with his wife and having more time to spend with his grandchildren and friends. Bill has been a prominent supporter of the Developmental Services sector since 1966, he admires the work of the many dedicated staff at Bethesda who are dealing with very challenging situations.

Doug Peters - Vice Chair

Doug is a professional engineer specializing in infrastructure design and project management, and is the President of Quartek Group Inc. in Niagara. Doug joined the Board in 2009 and enjoys serving on the Nominations and Community Outreach Committees.

Doug loves to read, travel and cycle with his wife, Sharon, and spend time with family. Doug is passionate about serving people with special needs and supporting challenges that come Bethesda’s way when they are consistent with the organizations mission and vision, even if there is an associated risk, as there is a need that must be helped.

Kevin Stienstra - Treasurer

Kevin is a tax partner in the accounting firm Grant Thornton LLP and started in the accounting profession in 2003, when he was a co-op student in the accounting program at Brock University. Kevin joined the Board in 2018 and chairs the Finance Committee.

Kevin enjoys staying active and spending time with his wife and children, whether that be travelling or coaching his children on the soccer field. Kevin believes in the mission and vision of Bethesda and is passionate about serving and caring for others, especially those who may be less fortunate or vulnerable than ourselves.

Cheryl Tyndall - Secretary

Cheryl’s education is in Science Laboratory Technology and Biology and this led her career, including quality control, teaching, research and 23 years with the Niagara Parks Commission. Cheryl joined the Board in 2019 and sits on the Community Outreach Committee.

Cheryl loves the outdoors and finds delight in the incredible beauty that surrounds us, enjoying hiking, gardening and golf. Cheryl’s heart for Bethesda stems from her personal experience, she had an older sister who had special needs from birth and as a result Cheryl grew up in a community of families who worked together to ensure their loved ones had the best quality of life.

Bill Janzen - Director

Bill is the co-owner of Lost ‘n Found Yoga in St. Catharines. His wife, April, runs the studio and Bill manages the back end functions. Bill joined the Board in 2016 and sits on the Finance Committee.

Bill enjoys spending time with his wife and 3 children with sports and activities. He enjoys biking, hockey and reading. Bill believes that the work Bethesda does fills some extremely important needs in our community, having previously experienced Bethesda’s services first hand through supports provided to his son who has Down Syndrome.

Sharron Haberfield – Director

Sharron is a financial planner at RBC and works as an advocate, helping other families with financial advice around funding sources.  Having previously been on the Board for 6 years, Sharron rejoined the Board of Directors in 2022 and is a member of the Community Outreach Committee.

Sharron enjoys painting, camping, and para-rowing.  Bethesda has supported Sharron’s two sons with Behaviour supports and Supported Living.  With this experience, Sharron is passionate about continuing to improve the overall supports and services provided to individuals and families, and highlighting Bethesda in the community.

Tom Wall - Director

Tom is a lawyer, practicing in the area of business law, and a partner at the law firm Sullivan Mahoney LLP in St. Catharines. Having previously been on the Board for 16 years, Tom rejoined the Board of Directors in 2021.

Tom enjoys spending time with his family, reading and sports, and is passionate about Bethesda’s mission and goals, especially helping those in need of our support.

Beth Vanstaalduinen - Director

Beth is a teacher at Althorp Montessori School with a supervisor role. After supply teaching experience at the school, the Montessori philosophy of education encouraged Beth to return to school to get her Montessori teacher’s diploma. Beth joined the Board in 2021 and is a member of the Community Outreach Committee.

Beth enjoys playing board games, doing escape rooms and hiking. Bethesda has held a special place in Beth’s heart from when her son received Intensive Behaviour Intervention (IBI). The time Beth’s son spent at Bethesda greatly impacted her family’s life. Beth recognizes the importance of working with individuals with special needs and joining the Board felt like her way of giving back to the organization that gave so much to her.

Richard Wiebe - Director

Richard is a Senior Manager, Strategic Sourcing with the Canadian Broadcasting Corporation (CBC) procuring technology hardware and software systems for the corporation. Richard also worked for Bell Canada, for many years, in the same capacity. Richard joined the Board in 2023 and serves on the Policy Committee.

Richard enjoys spending time with his wife, children and grandchildren as well as playing golf and pickleball. Richard is a member of Grantham Mennonite Brethren Church and serves in Leadership roles. Richard has also served on the Camp Crossroads Board and trusts he can bring his experience working for a crown corporation as he serves on the Bethesda Board.
